Measures of Effectiveness
Measures of effectiveness (MOE) are most often subjective indicators that the outcomes of the "tactical actions" have achieved, or contributed to achieving the desired effect. MOE articulate where to look and what to measure in order to determine if the desired effect has been achieved.
